Help shape future consumer market opportunities for premium Ontario chicken

The Chicken Farmers of Ontario (CFO) New Entrant Chicken Processors Program is designed to foster new innovative growth opportunities and create shared value as the Board endeavours to meet current and emerging consumer markets. The CFO New Entrant Chicken Processors Program has already enabled new market opportunities for the organic, kosher and halal market segments - supporting the needs of Ontarian communities across the province.

We value your opinion! CFO is working to develop and expand Ontario businesses by better understanding farmer and industry value chain entrepreneurs and their needs, and by shaping a favourable Ontario supply management policy environment. CFO is looking to identify a new strategic market segment for the New Entrant Chicken Processors Program and is consulting broadly across the industry value chain, including holding a series of upcoming consultation meetings and online consultations which are open to all members of the chicken industry value chain.

This consultation will help establish a “case for action” and will also incorporate relevant targeted market research and analysis.

The initiative is anticipated to be complete in the summer of 2017 allowing the new strategic sector to be widely communicated prior to the next application deadline of Friday, December 29th, 2017.

FAQs about the New Entrant Chicken Processors Program

What are the program fundamentals?
  • Each year, the Board can associate each approved new entrant processor a minimum new entrant calculated base of 50,000 kilograms
  • The Board can give a total new entrant calculated base of 100,000 kilograms
  • In the event the Board does not approve any new entrant processors in a given year, unused calculated base can be made available in the following year up to a maximum accumulation of 300,000 kilograms in any given year
  • Each year the Board will advance a strategic market segment to be served by an approved new entrant processor

Who is eligible to participate?
Participants must:
  • Be a Canadian citizen and permanent resident of Ontario
  • Have access to a suitable chicken processing facility

What is the strategic market to be served?
  • The strategic market segment that should be served by new processor entrants is being identified through consultation (see above). The consultation closes on Friday, June 30th, 2017 and it is anticipated that this initiative will be complete in the summer of 2017 allowing the new strategic sector to be widely communicated prior to the next application deadline of Friday, December 29th, 2017.

What is the application deadline?
  • The application deadline for the 2017/18 program is Friday December 29th, 2017 

What is the application process?
Applicants should contact CFO at 289 288 4216 to discuss the program and application requirements which should include a comprehensive business plan:

  • A sales and marketing plan including product details, volumes, margins and pricing in serving the strategic market segment identified by CFO
  • Verification of relevant experience as a meat protein processor, procurement expertise to access Ontario chicken supplies and Federal / Provincial regulatory experience
  • Verification that the applicant has or is seeking a CFIA or provincial inspection approval
  • Financial strength to fund the project, working capital and confirmation from a recognized financial institution
  • Financial forecasts and models that detail the first years of operation and demonstrate the long term viability of the project
  • Committed and capable management team with the leadership, vision and drive to deliver a successful outcome
  • Operations management capabilities including animal care, processing, food safety, environmental and waste management and plant maintenance programs
  • Other information as required by the Board    
Those interested in participating in the program are required to submit applications digitally. 

Approved Applicant?
  • The new entrant processor will become a processor focused on meeting the strategic market segment
  • The new entrant processor is expected to become an active participant in the industry
  • The new entrant processor shall at all times be governed by all applicable policies, regulations, orders and directions of the Board as a processor

Is the New Entrant Calculated Base transferable?
  • The approved new entrant processor’s calculated base is non-transferable
  • A successful applicant can apply to the Board to use the new entrant calculated base in an existing class A or Class B processor prior to their facility obtaining CFIA / Provincial licenses

How long does a successful applicant have to complete the plant?
  • The processing plant must be completed with applicable CFIA / Provincial licenses within 24 months from the date the application is approved

Must all business participants use digital business services?
  • Approved participants are required to have the means to communicate digitally via email and to submit all forms once they are all made available on-line. CFO staff will be pleased to assist new entrant processors in the transition to digital business services
  • CFO is endeavoring to provide excellent customer service digitally in all aspects of the New Entrant Processor Program
